Title 7 › Chapter 65— WHEAT AND WHEAT FOODS RESEARCH AND NUTRITION EDUCATION › § 3409
Anyone under an order can file a written petition with the Secretary saying the order or part of it is not lawful and asking that it be changed or that they be exempted. They must be given a hearing under the Secretary’s rules. After the hearing, the Secretary issues a decision that is final if it follows the law. A federal district court where the person lives or has their main business can review that decision if a complaint is filed within twenty days and a copy is delivered to the Secretary. If the court finds the decision unlawful, it sends the case back and tells the Secretary what decision to make or what further steps to take.
