The Secretary can investigate to run this law or to find out if someone has broken or is about to break its rules. The Secretary can make people swear to tell the truth, require witnesses to come, collect evidence, and demand any books, papers, or records that are relevant. These demands can reach people anywhere in the United States. If someone refuses, the Secretary can ask a federal court where the investigation is happening or where the person lives or works to order them to appear, hand over records, or testify. Ignoring that court order can lead to punishment for contempt. Court papers can be served where the person lives or is found.
