It requires strict rules for how garbage fed to pigs is treated and how it is fed. Raw garbage can spread many pig diseases. Diseases like foot-and-mouth disease, African swine fever, hog cholera, and swine vesicular diseases could enter the United States and spread through untreated garbage. African swine fever has been found in the Dominican Republic, Haiti, and Cuba. U.S. pigs have no resistance to these exotic diseases, and there is no effective vaccine for African swine fever. Because the animals and products involved affect interstate and foreign trade, federal and state governments must act together. Close regulation is needed to protect trade and people’s health, since it is not possible to make sure garbage is always safely treated without strict rules.
