The Secretary of Agriculture must set up an experiment station at or near Cheyenne, Wyoming to grow shade, ornamental, fruit, shelter‑belt trees, shrubs, vines, and vegetables that do well in semi‑arid and dry‑land areas. Seedlings, cuttings, and seeds from those plants must be given away free, under rules the Secretary makes, for experimental and demonstration use in the United States' semi‑arid or dry‑land regions.
