Title 7 › Chapter 71— AGRICULTURAL TRADE SUSPENSION ADJUSTMENT › § 4004
The Secretary of Agriculture must run special food projects that send government agricultural commodities and other foods to community food banks for emergency food boxes. The foods must come from supplies the Secretary has under sections 1431, 1446a–1, and 612c of Title 7. The Secretary may use the same delivery systems now used for the National School Lunch Act and the Child Nutrition Act, and will pick food banks with the Director of the Community Services Administration so emergency food box programs are spread across at least two but no more than seven USDA regions. Food banks must apply and be approved to take part, keep records, and have internal controls. The Secretary will set standards, decide quantities and types of food, and may make rules about who is eligible. The Secretary must send a progress report on July 1, 1983, and a final report on January 1, 1984, that evaluates federal involvement and recommends improvements, including help for administrative costs and transportation. Selling the provided food is banned; violators face a fine up to $1,000, up to six months in jail, or both. Paperwork for food banks should be kept to a minimum, and funds as needed are authorized.
