The Secretary must stop or pause any order that gets in the way of the law's goals. The Secretary can hold a vote at any time and must hold one if at least 10% of the producers and importers who voted to approve the order ask for it. If a majority of voting producers and importers who were active in producing or importing flowers and plants during a period the Secretary sets favor ending or pausing the order, the Secretary will suspend or end it six months after deciding the vote passed. A suspended or ended order is not treated as an order under this law.
