Defines key words used in the chapter. "Agreement" refers to the international deal on moving perishable foodstuffs made in Geneva on September 1, 1970, with its annexes and appendices under the UN Economic Commission for Europe. "Contracting party" means a country that is allowed under article 9 of that agreement and has met its requirements. "Equipment" means the special transport gear that meets annex 1 rules, such as insulated or refrigerated rail cars, trucks, trailers, semitrailers, and intermodal containers. "Perishable foodstuffs" means the quick deep‑frozen, frozen, and other foods listed in annexes 2 and 3. "International carriage" means moving those foods from one country to another contracting party by rail, road, combined rail/road, or a sea crossing under 150 kilometers when the same equipment is used and the food is not transferred to other packaging. "United States" includes the 50 states, the District of Columbia, Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, the Northern Mariana Islands, and any other U.S. territory or possession.
