The Secretary must decide which groups can represent milk producers and help make nominations. The Secretary must certify any group that meets the rules the Secretary sets. The Secretary’s decision is final. To get certified, a group must file a factual report with information the Secretary asks for. That report should show the area the members cover, who the members are and how many (including the share of all milk producers they represent), proof the group is stable and lasting, where its money comes from, what the group does, and whether it can and will support the goals of this law.
