Hold a referendum among milk producers during the 60-day period immediately before September 30, 1985, to decide if the existing order should continue. Only producers who made milk for commercial use during a representative time the Secretary sets may vote. The order stays in place only if a majority of those voting approve. If a majority votes against it, the Secretary must stop collecting assessments within six months after that result and end the order as soon as reasonably possible. The Department’s costs to run the vote must be repaid from the assessments the Board collects, but not federal employee salaries.
