You can petition the Secretary to change or be exempted from any order if you think the order or part of it is unlawful. The Secretary must hold a hearing under its rules and then issue a ruling; that ruling is final if it follows the law. You may ask a U.S. district court where you live or do business to review the ruling by filing a complaint within twenty days and serving a copy on the Secretary. If the court finds the ruling unlawful, it will send the case back and tell the Secretary either to enter the court’s decision or to take further steps the court requires.
