The Secretary can investigate when needed to run this part of the law or to find out if someone has broken or will break its rules. The Secretary can make people promise to tell the truth, require witnesses to come, gather evidence, and demand records from anywhere in the United States. If someone refuses, the Secretary can ask a federal court where the investigation is or where the person lives or works to order them to appear or hand over documents. If they still disobey, the court can punish them for contempt. Court papers can be served where the person lives or is found.
