The Secretary of Agriculture can create a National Dairy Research Endowment Institute inside the Department of Agriculture. The Institute must run the dairy products research program using money from the Dairy Research Trust Fund to pay for scientific research that helps grow U.S. markets for milk and dairy products. A board of trustees made up of the National Dairy Promotion and Research Board will lead the Institute. The board may pick an executive committee that reflects all milk‑producing regions and give it powers. Board members get no pay but may receive reasonable travel expenses and a per diem when away for board work, as the board recommends and the Secretary approves, without duplicate payments.
