§4602 Definitions

Department — the Department of Agriculture. Consumer education — giving people information on how to use and care for honey or honey products. Exporter — anyone who sends honey or honey products out of the United States. Handle — to process, package, sell, transport, buy, or otherwise put honey into trade; it includes selling unprocessed honey for direct use and does not cover a producer hauling unprocessed honey to a handler, a commercial carrier moving honey for a handler or producer, or a consumer buying honey. Handler — anyone who handles honey. Honey — the nectar and plant secretions that bees collect, change, and store in the comb. Honey Board — the board created by the law. Honey production — all beekeeping activities to manage colonies, harvest honey, extract it from combs, and prepare it for sale. Honey products — anything made wholly or partly from honey. Importer — anyone who brings honey or honey products into the U.S. or acts as agent, broker, or consignee for foreign producers and is named in the import records as the importer of record. Industry information — programs or information to build new markets, new marketing methods, better efficiency, or a better public image. Marketing — selling or otherwise distributing honey in commerce. National honey marketing cooperative — a cooperative that sells in at least 2 of 4 U.S. regions: the Atlantic Coast (including D.C. and Puerto Rico), the Mideast, the Midwest, and the Pacific (including Alaska and Hawaii). Person — an individual or any kind of business or group. Producer — someone who makes honey in the U.S. to sell. Producer-packer — someone who is both a producer and a handler. Promotion — actions, including paid ads, to make honey look good to increase sales and competitiveness. Qualified national organization representing handler or importer interests — an organization the Secretary approves to recommend nominees for certain Committee seats for handlers or importers. Research — any research to improve the image, use, demand, production, or quality of honey. Secretary — the Secretary of Agriculture. State — any State, the District of Columbia, or Puerto Rico. State association — the main beekeeper organization in a State that represents that State’s beekeepers.
