Title 7 › CHAPTER 77 — HONEY RESEARCH, PROMOTION, AND CONSUMER INFORMATION › § 4607
An order can include several optional rules if the Honey Board asks for them and the Secretary agrees. These can let exporters be exempt from the order, let State honey marketing programs reduce what is paid to the national board, set different payment or reporting schedules for handlers, form working groups to help with research and marketing, build a reserve fund (but the reserve can’t be larger than one year’s budget), use funds to grow foreign sales, add other needed terms, and—if voters approve in a referendum—create minimum purity standards for honey and honey products. The Secretary can inspect honey sold here or exported. The Honey Board may recommend a system to monitor purity and find adulterated honey. The Secretary can work with other federal agencies on enforcement and make rules to run these programs. The Honey Board, with the Secretary’s OK, can also run a voluntary quality program with an official seal, outreach to get producers and consumers involved, and periodic inspections; only participants may use the seal. The Secretary has the final say to approve or reject purity standards, the inspection system, and the voluntary program.
