The Secretary may investigate when needed to run this program well or to see if someone broke any rules under this chapter. For those investigations the Secretary can make people swear to tell the truth and can issue a subpoena (a legal order) to get records from anywhere in the United States. At hearings under sections 4609 or 4610, the official in charge can also make people swear, call and require witnesses to appear, accept evidence, and order records from anywhere in the United States. If someone refuses a subpoena, the Secretary can ask a U.S. court where the person lives or where the case is happening to force compliance. The court can order compliance and punish anyone who disobeys. Hearings must be held in the judicial district where the person lives or has their main business.
