Title 7 › Chapter 19— COTTON STATISTICS AND ESTIMATES › § 473
Owners, officers, or agents of cotton warehouses, ginneries, mills, or any place where cotton is stored, and any owners or holders of cotton (or their agents), must give full and accurate information about the grades and staple length of cotton they have when asked by the Secretary of Agriculture or by a Department of Agriculture agent working under the Secretary. They must also let those agents inspect and classify samples of the cotton. The request can be made in person or in writing; if in writing it will be sent by registered or certified mail and the postal receipt is proof of the request. If someone willfully refuses, neglects, lies, or blocks an agent from examining or classifying cotton, they commit a misdemeanor and, if convicted, face a fine of not less than $300 and not more than $1,000.
