Title 7 › Chapter 19— COTTON STATISTICS AND ESTIMATES › § 473d
The Agriculture Secretary can test cotton samples sent by breeders or others, including fiber and spinning tests, under rules the Department makes. People who send samples must pay fees set by those rules; the fees must be fair and, as far as possible, cover the cost of the testing.
