Plans under this chapter may include one or more of the following options, and no others except as allowed by section 4906. The plan can let the Board exempt watermelons used for nonfood purposes and require safeguards against misuse. It can set different handler payment and reporting schedules to match different marketing and production areas (see sections 4906 and 4908). The plan can fund advertising and promotion to raise overall demand (must follow section 4906(g)). It can fund research and development to improve marketing and use. The plan can build reserve funds from assessments to keep programs running in low‑income years, but the reserve cannot exceed the amount budgeted for two years' operation. With the Secretary’s approval, funds may be used to develop foreign markets. The plan may also include other reasonable terms that do not conflict with this chapter and that help carry out these provisions.
