Title 7 › Chapter 20A— PERISHABLE AGRICULTURAL COMMODITIES › § 499o
The Secretary can make rules and orders needed to carry out the chapter. The Secretary may work with federal, state, local governments, or private people. The Secretary can hire, remove, and set pay for officers and employees as allowed by other laws. The Secretary may spend money for office needs (like rent outside the District of Columbia, books, equipment, phones, travel, and reporting services) from the Perishable Agricultural Commodities Act fund (section 499c(b)) and from any money Congress provides. Congress may also appropriate whatever sums are needed from the Treasury. The chapter does not cancel other federal or state laws on the same topics, except where those laws conflict with it.
