§511e Sampling and Weighing; Cost; Disposition of Moneys Received; Expenses; Purpose

Summary

The Secretary may hire or license people to take official tobacco samples, weigh tobacco, or inspect and certify the tobacco’s type, grade, weight, condition, or other needed facts when the owner or someone with a financial interest asks. The Secretary can work alone or with other federal or state agencies or with private parties, even across states. The Secretary must set fees that cover the cost of these services, including admin and supervision, and put those fees into the account named in section 511d. Fees collected under agreements or licenses can be used as those agreements or licenses allow. If the applicant must pay travel or living costs for the inspectors, those payments can be returned to the government funds that paid them. These services are only provided when requested by the owner or another financially interested person.
