The Agriculture Secretary may give licenses to people who prove they can sample cotton. Licenses can be suspended or ended for incompetence, careless or improper sampling, breaking related rules, or using a license the wrong way. The Secretary sets the licensing rules, can require a bond, and decides how licensed samplers must take samples for official classification.
