The President must create the Good Neighbor Environmental Board to give advice to the President and Congress. The Board’s job is to recommend and report on environmental and infrastructure projects in U.S. states that border Mexico to help improve people’s quality of life. That includes projects that affect farming, rural development, and human nutrition. The Board will have federal government representatives (including one from the Department of Agriculture), officials from Arizona, California, New Mexico, and Texas, and people from private groups with experience in community development, schools, health, environment, and similar areas. The Board must send a yearly report to the President and Congress about projects done and the need for more work. Each member must get the report at least 14 days before it is sent and has 14 days to submit written comments to include.
