Within 180 days after May 13, 2002, and every two years after, the Secretary of Agriculture must consult Congress's agriculture and international relations committees to develop and implement a global market strategy. The strategy must, as much as possible, seek export growth, coordinate Department work with other agencies, remove overseas trade barriers, and consultations must review Department goals and progress.
