By September 30 each year, the Secretary must check whether other countries are carrying out their commitments under the Uruguay Round Agreement on Agriculture. The check looks at whether a country's actions could significantly limit chances for U.S. agricultural exports. If the Secretary believes a country is not following its commitments and that this may harm U.S. export opportunities, the Secretary must send the evaluation to the United States Trade Representative and send a copy to the House Committees on Agriculture and on Ways and Means, and to the Senate Committees on Agriculture, Nutrition, and Forestry and on Finance.
