Creates a biotechnology and agricultural trade program in the Department. It must help remove or lessen major non‑tariff rules that stop U.S. agricultural exports. The program will pay for public and private projects and quick-response actions on issues like biotechnology and new production methods, food safety, disease, and other sanitary or plant-health concerns, and to help make trade protocols on animal health, grain quality, and genetically modified commodities. Work can be done under this program or through the emerging markets program or the Cochran Fellowship Program. Congress authorized $2,000,000 for each fiscal year 2019 through 2023.
