Title 7 › Chapter 25— EXPORT STANDARDS FOR APPLES › § 581
You cannot send, offer to send, or carry apples to another country unless they have a certificate from the Secretary of Agriculture showing they meet the minimum federal or state grade for export. The Secretary can make rules about other things the fruit must meet before a certificate is issued. The Secretary must let interested people review and comment, by public hearing or other ways, on any proposed export standard or rule.
