The Secretary must set up a Federal–State matching grant program to give money to States so they can start or improve sustainable agriculture research, extension, and education programs. Grants can pay for many kinds of work, including adding sustainable-agriculture goals into State projects, training for farmers and the public, new research and demonstrations, technical help for farmers and ranchers, farmer-to-farmer exchanges, and adding sustainable-agriculture courses in college, plus other State-appropriate activities. States that apply must send a plan and schedule to the appropriate Regional Administrative Council and the Secretary. Plans must cover a 5-year period (fiscal years 1991–1995 or any other 5-year period) and say where the State’s matching funds will come from. Plans must show strong, direct farmer involvement. The Federal grant can pay up to 50 percent of the program cost for no more than 5 years. To get the grant, the State must pay at least 50 percent of the cost from State funds or private contributions.
