Title 7 › Chapter 25— EXPORT STANDARDS FOR APPLES › § 585
The Secretary must charge a fair fee for inspecting and certifying the grade, quality, or condition of apples so the fees roughly pay for the work. If acceptable cooperative agreements can't be made, the fees collected in those cases may be kept until spent to cover the service costs, and the usual limits on buying or keeping motor vehicles that carry passengers do not apply. Certificates issued by authorized USDA agents must be accepted in U.S. courts as initial proof that the statements in the certificates are true.
