The Secretary of Agriculture must give grants to at least 10 eligible states so they can plan and run advisory programs for state agricultural weather information systems. States must work with the Agricultural Weather Office Director, the National Institute of Food and Agriculture Director, and other appropriate federal and state program leaders. When choosing among state applications, the Secretary must consult with the Director mentioned above. A state’s chief executive must apply for a grant and promise to use it to plan and run a system that gathers weather observations statewide and sends them to the National Weather Service and the Agricultural Weather Office, turns national weather and climate data into useful formats for farmers (using Cooperative Extension and the private sector to deliver it), and trains farmers how to use the information. The application must also include any other assurances the Secretary requires.
