The Secretary can make the rules and orders needed to run this chapter. The Secretary may work with federal, state, territorial, local agencies, or with private people and groups. The Secretary can hire, fire, and set pay for staff as allowed by law. The Secretary may spend money on necessary office and admin costs—like rent for offices outside the District of Columbia, printing, telephones, law books, travel, and reporting services—when Congress provides funds. Other federal and state laws on the same topics stay in effect unless they conflict with this chapter.
