The Secretary of Agriculture can run regional and national rice research programs under rules the Secretary sets. The research must cut excess fertilizer and herbicide use; breed rice that uses fertilizer better and resists disease; improve conservation and environmental qualities; expand uses of rice and its processing byproducts; and improve farming, storage, and domestic and international marketing to help the public. The Secretary must use technical help from federal, state, local, and private groups, with priority for land‑grant universities, state experiment stations, and agricultural colleges. Up to $1,000,000 is allowed to be spent through September 30, 1976, and none of that money may be used for advertising or promotion.
