Title 7 › Chapter 25A— EXPORT STANDARDS FOR GRAPES AND PLUMS › § 595
The Secretary of Agriculture must charge a fair fee for inspecting and certifying the grade, quality, or condition of grapes and plums. The fee should, as much as possible, cover the cost of the service. If no acceptable cooperative arrangement can be made to carry out this work, the fees collected may be kept until spent to pay those costs, and limits on buying or maintaining motor passenger vehicles do not apply in those cases. Certificates from authorized USDA agents must be accepted in U.S. courts as initial proof that the statements in them are true.
