The Secretary can make rules, orders, and require reports needed to run this chapter. The Secretary may work with any federal, state, territorial, local, or private agency or person, even if they operate in more than one place. The Secretary can hire, fire, and set pay for staff, and spend money for things like rent outside Washington, printing, phones, law books, office supplies, travel, and reporting services when Congress provides funds. Other federal and state laws on the same topics keep working unless they conflict with this chapter.
