Congress directs the Secretary of Agriculture to use the powers in this law to make farming markets orderly so farmers can get parity prices (as defined in section 1301(a)(1)). The Secretary must protect consumers by moving farm prices toward parity gradually, as fast as market demand allows, and must not take actions to keep farmer prices above that parity level. The Secretary can set up production and marketing research and development, create container and pack rules, and set minimum quality, maturity, grading, and inspection rules for the commodities listed in section 608c(2) (see sections 608c(6)(I) and 608c(6)(H) for some details), except milk and milk products. If regulation of a commodity starts during a marketing season or year because it is needed, the Secretary may keep that regulation in place for the rest of the season or year to avoid disrupting orderly marketing.
