The Secretary must issue one national order that applies to mushroom producers, importers, and first handlers. The Secretary can start the proposal, or an affected person or growers' group can ask for and send in a proposal. Within 60 days of getting a request, or when the Secretary decides to propose, the proposed order must be published and opened for public comment. After comments, the Secretary must issue the order, consider the comments, and make sure it meets the law. If producers and importers approve it as required, the order must take effect no later than 180 days after the proposal was published. The Secretary can amend the order later, and the same rules apply to any amendments.
