If the Board recommends it and the Secretary approves, an order can give the Board extra powers to run lime programs. These can let the Board exclude exported limes if it sets safeguards, set different payment and reporting schedules for handlers to match marketing practices, form working groups from producers, handlers, importers, exporters, or the public to help with research and marketing, build a reserve from assessments (but the reserve cannot exceed the amount budgeted for operation of the program for 1 year), use assessment funds with the Secretary’s approval to expand foreign sales, and add short terms and conditions that fit the chapter and help carry out the order.
