Title 7 › Chapter 93— PROCESSOR-FUNDED MILK PROMOTION PROGRAM › § 6412
The Secretary can investigate when needed to run the program and to find out if someone broke the rules. During an investigation or an administrative hearing, the Secretary or the hearing officer can make people swear statements, issue subpoenas, and require any records that matter to the case from anywhere in the United States. If someone ignores a subpoena, the Secretary can ask a federal court where the person lives or does business to force compliance. The court can order them to obey and punish contempt. Legal papers can be served where the person lives, works, or is found. Hearings must be held in the federal district where the person lives or has their main business.
