Title 7 › Chapter 94— ORGANIC CERTIFICATION › § 6507
A state's lead official can send a plan to the Secretary to set up a State organic certification program. The plan must follow the chapter's rules. States can make stricter rules than the federal program, but any extra rules must help the chapter's goals, not conflict with it, not treat organic products from other states unfairly, and they only take effect after the Secretary approves them. The Secretary will review each approved program at least once every 5 years. Major changes must be sent in for approval, and the Secretary must decide within 6 months.
