Require the Secretary, the state official in charge, and certifying agents to use residue testing on products sold or labeled as organic. They may also require preharvest tissue tests for crops grown on soil suspected of contamination. If testing finds any pesticide, other non-organic residue, or banned natural substance, those officials must investigate. They can make the producer or handler prove they did not apply the substance. If the investigation shows the residue came from intentional use or is above the unavoidable contamination level set by officials with environmental agencies, it may be treated as a violation.
