Put action plans into practice, as much as possible, to help existing industries use natural resources more efficiently and to grow rural economies so they rely less on National Forest System land. The Secretary can give grants and sign agreements or contracts with communities, governments, universities, businesses, and others. The federal share may not exceed 80% of total plan costs, including administrative and other costs, and must count fair market value of equipment, staff, and services. The Secretary may use authority from the Cooperative Forestry Assistance Act of 1978 and other laws, and all actions must fit existing land and resource management plans.
