The Secretary of Agriculture may use the National Institute of Food and Agriculture and other USDA agencies to create education programs. These programs help rural people, businesses, and local officials move from being economically disadvantaged to having more varied local economies. Programs cover community economic planning; helping businesses that depend on National Forest System land change or grow; creating new non‑forest jobs; and job, literacy, and small‑business training. When possible, existing federal, state, and private education resources must be used.
