Creates an Office of Urban Agriculture and Innovative Production in the Department and requires the Secretary to appoint a senior official as its Director. The Office must promote and support urban, indoor, and other new farming methods (like community gardens, rooftop and indoor farms, hydroponics/aeroponics, and other innovations). The Director must run programs, advise the Secretary, work with other Department agencies and federal partners, build outside partnerships, share local best practices, and help link community gardens to food banks. The Secretary must set up an advisory committee within 180 days after December 20, 2018, made up of 12 members drawn from farmers (including urban and tech-driven producers), educators/extension, nonprofits, business/economic development, supply-chain and finance experts, and other specialists. Members serve mostly 3-year terms (with staggered initial terms), meet at least three times a year, are unpaid but can get travel expenses, and must send reports to Congress starting within 1 year and then every 2 years through 2023. The Director must give competitive grants to nonprofits, local governments, Tribal governments, and K–12 schools. The Secretary must also start, within 1 year after December 20, 2018, a pilot that creates 10 county committees for at least 5 years, and run separate pilot projects in at least 10 States to test municipal compost and food-waste plans (selection criteria set within 180 days after December 20, 2018). Pilot projects must provide at least 25% matching funds from non‑Federal sources and be evaluated for costs and results. Congress authorized $25,000,000 each year for fiscal years 2019 through 2023 to carry out these activities.
