The Secretary must create a Food Access Liaison to coordinate USDA efforts to make it easier for people to get food and to watch and measure how well those efforts work. The Liaison must work with the Department and regional offices to try and review programs and policies, reach out to groups that help improve food access and to retailers, markets, and producers about program availability and eligibility, raise awareness among Department employees, make recommendations to the Secretary, and send Congress an annual report on the Department’s progress.
