Prevents the Secretary of Agriculture from closing or moving a Farm Service Agency county or field office for two years after the law is passed. Exceptions are offices within 20 miles of another FSA office and moves inside the same county for routine leasing. After those two years, before closing an office more than 20 miles from another, the Secretary must, as much as possible, first close offices that are under 20 miles from another office and that have two or fewer permanent full‑time employees. If a closure is proposed, the Secretary must hold a public meeting in that county within 30 days and, after the meeting but at least 90 days before approval, notify the House and Senate agriculture and appropriations committees and the state’s Senators and local House member.
