The Secretary must set up and keep an independent Office of Risk Management inside the Department. The office will be in charge of supervising the Federal Crop Insurance Corporation, running and overseeing all programs under the Federal Crop Insurance Act (including local delivery), managing pilot programs like revenue insurance, risk-management savings accounts, and use of the futures market, and any other duties the Secretary gives it. The office is led by an Administrator chosen by the Secretary, who also serves as Manager of the Federal Crop Insurance Corporation. Some support jobs (like human resources, public affairs, and legislative affairs) may be combined under the Under Secretary for Farm Production and Conservation, but the Secretary must provide enough staff and funding so the office can do its work quickly and well.
