The Secretary of Agriculture must create a National Beginning Farmer and Rancher Coordinator job at the USDA. The National Coordinator will advise the Secretary and help the Department work together on programs and policies for people starting farms or ranches. The Coordinator will decide, after talking with the State food and agriculture council, whether to approve State plans. The Coordinator must publish a report at least once a year on what was done. The Coordinator can hire colleges, extension services, or nonprofits to do research, make training materials, run workshops or mentoring, and help match new farmers with owners who will stop farming within 5 years. The Coordinator should also work with other agencies to improve services and outreach.
