Creates a new Under Secretary of Agriculture for Rural Development. The President, with Senate approval, must appoint that person. The Secretary must give the Under Secretary the USDA duties tied to rural economic and community development and any other tasks required by law or assigned by the Secretary. A person serving as Under Secretary for Small Community and Rural Development on October 13, 1994, who was a Presidential appointee confirmed by the Senate, does not need to be reappointed if the Secretary creates the new post and places them in it within 180 days after October 13, 1994 (or later if litigation delays). Approval power for electric and telephone loans under the Rural Electrification Act of 1936 (7 U.S.C. 901 et seq.) cannot be moved to, or made to depend on, a State director or other staff whose main job is not loan review or helping those borrowers.
