Even if other laws (including rules that require competition) say otherwise, starting October 28, 2000 the Secretary of Agriculture may enter into cooperative agreements with states, local governments, public or private agencies, organizations, or other people. These agreements can pay for goods or services, including personal services, if the Secretary decides they will help all parties carry out Natural Resources Conservation Service programs and each party will contribute resources. Commodity Credit Corporation funds used for these agreements cannot be more than the amount obligated for the same purpose in fiscal year 1998.
