Creates an Under Secretary for Food Safety at the Department of Agriculture. The President appoints the person and the Senate must approve. The person must have specialized training or significant experience in food safety or public health and must carry out duties mainly about food safety plus any other duties required by law or assigned by the Secretary. The Secretary, through the Under Secretary for Research, Education, and Economics, may set up technical and scientific review groups and hire and pay their members without following some usual federal hiring and pay rules. Federal officers and employees who serve on those groups may not receive extra pay.
