The Secretary can look into matters needed to run this law well and can investigate if someone has broken or might break the law or its rules. For these investigations, the Secretary can make people swear an oath, require witnesses to come and speak, collect evidence, and ask for records from anywhere in the United States. If someone ignores a subpoena or refuses to cooperate, the Secretary can ask a federal court where the person lives, works, or where the investigation is happening to order the person to comply. If the person disobeys the court order, the court can punish them for contempt. Papers can be served where the person lives, does business, or is found.
